Scott was born and educated in England worked as a journalist before migrating to Australia in 1892, where he joined the staff of the Melbourne "Herald".

After the publication of "Terre Napoleon"(1910) and "Laperouse"(1912) Scott was appointed professor history at the University of Melbourne. He retired in 1936 and died in 1939.
